Our Story A legacy of leadership, rooted in community.

The first chamber of commerce in Surrey is established.

The first chamber of commerce in Surrey was formed with the intention of supporting and serving the local business community.

The White Rock Board of Trade is established.

With the intention of supporting local business, the White Rock Board of Trade was established.

Three chambers form the Surrey Regional Chamber of Commerce

In 1964, the Guilford Chamber of Commerce, Newton Chamber of Commerce, and the North Surrey Board of Trade amalgamated to form the Surrey Regional Chamber of Commerce. They operated out of the Guilford Library Building. During this time, the White Rock Board of Trade changed its name to the White Rock and District Chamber of Commerce.

The White Rock Chamber was on the move.

Having been previously located in the old Station Building, the White Rock and District Chamber of Commerce moved to the old post office building, and then later to the Town Centre Hall (now the White Rock Community Centre).

A new name, but same support for local businesses.

In reflection of the broader community they represent, in 1983, the White Rock and District Chamber of Commerce changed its name once again to the White Rock & South Surrey Chamber of Commerce.

The Surrey Chamber of Commerce undergoes an upgrade.

In 1996, the Surrey Regional Chamber of Commerce opted to change its name to the Surrey Chamber of Commerce, and in 1997, with the help of saved funds, the Surrey Chamber of Commerce Building was built. In 1998, the SCOC moved to its new building, where it still resides today.

The SCOC becomes the SBOT

In an effort to better reflect the work being done on behalf of its members, in 2006, the Surrey Chamber of Commerce once again changed its name to the Surrey Board of Trade.

New name, new office, same commitment to the community.

In 2010, the White Rock & South Surrey Chamber of Commerce changed its name to the South Surrey & White Rock Chamber of Commerce, in reflection of its broadening support for its community, and moved to the White Rock Square Building, where it operated from until 2024.

A bright future ahead.

In May of 2024, the members of the South Surrey & White Rock Chamber of Commerce and the Surrey Board of Trade voted to approve a merger, which would be known as the Surrey & White Rock Board of Trade.

In October of 2025, the Surrey & White Rock Board of Trade officially launched, bringing together the two communities, offering support and resources for local businesses across the region.

The Board provides oversight and guidance, while our CEO and staff lead operations, creating the plans and delivering the work that turns the Board’s vision into action.

As Chair, my focus will be on supporting strong governance, thoughtful stewardship, and a collaborative Board culture. Under our governance model, the Board’s responsibility is not to manage the organization, but to govern on behalf of our Owners; our members. That means listening to their needs and aspirations, setting clear direction through our Ends policies, and ensuring the organization delivers meaningful value and impact on their behalf.

Our members place their trust in us to represent their interests and help create the conditions for business success. As Directors, we have a responsibility to steward that trust thoughtfully and ensure the Board of Trade remains responsive, relevant, and positioned for long-term success.

I believe we have an exceptional Board, an outstanding CEO, and an abundantly talented staff team. My role is not to lead the organization alone, but to work alongside my fellow Directors in providing governance and oversight while supporting the important work being carried out every day by Joslyn and her team.

As we look ahead, I am particularly excited about the opportunities before us. Our region continues to grow, diversify, and evolve. With that growth comes both opportunity and responsibility. The Board’s role is to ensure that this organization remains strong, relevant, and capable of delivering meaningful value to the members and communities it exists to serve.

I am excited about the future of this organization, the future of our business community, and the future of Surrey and White Rock.

Joslyn Young is a seasoned executive with over 20 years of leadership in stakeholder relations, government affairs, and strategic communications.

Her career includes senior roles at the Vancouver Fraser Port Authority and CN Rail, where she led public affairs and external relations initiatives. She also contributed to municipal governance reform during her time with the Union of BC Municipalities and the Lower Mainland Local Government Association.

A long-time South Surrey resident, she is committed to economic growth, business advocacy, and community leadership.
